in the circumstances described, is that a redirect/popup is being stopped by whatever preventers you have installed, and the pc grinds to a halt because it can't cope with the conflicting commands. you should be able to find a list of such things happening in your "event log" which will list dates/times/what happened (sometimes in code referenced at ms help pages, but sometimes in english) how to fix it is a different matter, but diagnosis - correctly - is vital. it might be as simple as allowing a particular site to be exempt from your scans/popup stopping, or changing/updating your preventers (bugs in these can also cause this problem). these are just possibilities, but the "event log" will list your problem, you just have to interpret it, then correct it correctly. good luck.
