Running DVD shrink with Any Video converter:

First... is there anyway just to convert/compress a VOB without all the bull crap.. like bit rates, frame sizes etc.. I like the VOB file, just want it to compressed down by "7" or whatever is the correct version, much like any wave to mp3 (128 kbps is compressed by x 11 and 192 kbps is x 7).

Second... I wanna cut a scene or more from a movie to make a shockwave.. BUT, I like it to go back and forth in a endless loop.. is this possible with any video converter.?
