He's a fellow from beerfarts as I recall, and that group wasn't much for stopping to read the rules. Considering his visits are sparse I wasn't too bothered if he was jumping a little ahead, it being less effort to let him bend the rule once or twice a year than remind him when he does show up.
The rule is mostly there for those who would grab the top spot every chance, and for those who take advantage the rule firms up.
No rest for the wicked though, eh?
