Yes, solar does work even when cloudy, albeit to a lesser degree, but besides the availability of useful light, the degree to which solar is implemented is also predicated by the availability of other energy sources. Japan has almost no natural resources so they import fossil fuels for electric generators and are also dependent on nuke power. France is mostly nuclear. For areas that can't access the main grid in BC, diesel is more the norm. Regardless of how efficient or available an energy source is, in the end the bean counters in govt(and private individuals with their own power generation methods) will pick the option that returns the highest gains against costs.
