PS - what you call waffling is actually called politics working right. If you aren't "waffling" then you aren't responding to the views and desires of your constituents, which change over time.
The idea that people are supposed to bring an iron clad ideology to their jobs as REPRESENTATIVES, and then adhere to that ideology regardless of anything is idiot and destructive. McCain changed because Arizona changed, becoming more urban, less rural and better educated as his career progressed.
Representatives are elected to represent the people's views and desires, and if they don't do that they are worse than useless.
