We do? I'm not aware of it. I presume they teach people in the way which they feel will work the best, given all of the circumstances.
I believe the pattern of new Hispanic immigrants is exactly like the patterns with earlier waves of other immigrant groups (we have been through this before in America). Some of the old generation never learn the language, but most of the younger ones learn. The kids, of course, pick up English like breathing, and they end up speaking it better than Moviefan.
I don't really see a problem here. It all works out.
Most of the Hispanics I know speak English. But they are still willing to help me with my Spanish, which I appreciate. They are, on the whole, a very gracious bunch I find.
